confirm, as it were, so far as it is within the competence of the

Hongkong Legislature to do so, the title of the Custodian of

Enemy Property in China in regard to shares etc. of enemies or

enemy subjects in China Companies and his right to dispose of the

same.

3. This Ordinance has been asked for by the General Managers of

China Companies in Shanghai, and I believe it is the intention of General Managers and Directors of certain China Companies in Shanghai to act under this Ordinance with reference to the disposal of shares held by enemies in China Companies.

In my opinion this is an Ordinance to which His Excellency the Officer Administering the Government may properly assent in the name of His Majesty and on His behalf.-
